3.3 RECOMMENDATIONS ON CONDUCTING SURVEYS

In view of the above, the overall recommendation is to conduct a household-based sample survey which should be supplemented by surveys of employers (establishments and enterprises) and street children. Below are some details on each of these three survey approaches which could serve as technical guidelines.
